HSR Business Program Plan
On November 2, 2023, the Board of Directors of the California High-Speed Rail Authority (Authority), by unanimous vote, resolved to adopt Resolution #HSRA 23-07, which approved updating the Authority’s small business program goals. This approval authorized changes to the Authority’s “Revised Small and Disadvantaged Business Enterprise Program for Design Build Contracts” and the Authority’s “Revised Small and Disadvantaged Business Enterprise Program for Professional Services Contracts” established in August 2012. The Authority’s updated small business program plan, the “High-Speed Rail Business Program Plan” (HSR Business Program Plan), supersedes the above-referenced documents for new contracts entered into after the effective date of Resolution #HSRA 23-07.

HSR Business Policies
The Authority’s High-Speed Rail Business Reporting Policy and DBE Policy ensures that Small Businesses (SB), Microbusinesses (MB), Small Business for the Purpose of Public Works (SB-PW), Disabled Veteran Business Enterprises (DVBE), and Disadvantaged Business Enterprises (DBE), are afforded every practicable opportunity to participate in the Authority’s contracting and procurement program. The HSR Business Program promotes a level playing field and provides equitable opportunities for all businesses, including under-utilized businesses, to participate in contracting opportunities with the high-speed rail project.
